Meet Tonya

Tonya M. Jones, MSW, QMHP, is a nonprofit operations and behavioral health leader with more than fifteen years of experience in housing stability, addiction recovery, trauma-informed care, and peer-delivered service systems. She has led multi-site operations, staff teams, safety and compliance systems, and county-funded programs across Oregon.

Her career began on residential floors, supporting women and families in substance-use and mental health treatment, and it has stayed in the same field ever since — through peer support in Multnomah County's Mental Health Court, case management for housing-insecure youth, program direction, statewide operations leadership, and ultimately the chief executive's chair.

That path shapes how she leads. She builds budgets that hold, facilities that are safe, and documentation that survives an audit — while keeping the practice trauma-informed for staff as much as for the people they serve.

Tonya consults independently through Tonya Jones Consulting and is available for interim executive leadership, operational and safety assessments, policy development, and training engagements.

I have watched talented leaders spend so much time putting out fires that they have little opportunity to focus on strategy, growth, innovation, or the long-term health of their organizations.

— Tonya M. Jones

Why

Nonprofit leaders are being asked to carry too much

I have spent my career in social services within the nonprofit sector, working my way from direct service to senior leadership. Along the way, I have seen firsthand just how much nonprofit leaders are asked to carry.

There simply are not enough hours in the day to manage daily responsibilities while also doing the work required to move an organization forward. Funding cuts, eliminated management positions, and reduced leadership capacity have left executive directors and senior leaders bridging the gap — providing direct services, developing policies, writing reports, managing operations, overseeing compliance, supporting staff, and responding to organizational challenges.

When leaders are consistently stretched beyond capacity, burnout becomes inevitable. Staff feel unsupported, and the quality of services can suffer.

That is why I created KDM Leadership & Consulting.

My consulting practice helps nonprofit organizations and their leaders fill critical gaps without losing themselves in the process — drawing on hands-on experience from both the front lines and the executive leadership table.

What I Do

Fill the gaps that leadership capacity no longer covers — operations, program development, strategic planning, project management, policies and procedures, staff development, reporting compliance, curriculum development, and organizational capacity building.

Who I Work With

Executive directors and senior leaders carrying more than one role, boards navigating a leadership change, and nonprofit organizations that need a practical partner rather than another report.

Consulting

Services

Engagements usually start at a specific pressure point — a leadership gap, a report coming due, a program that needs rebuilding — and widen from there.

Executive Leadership & Transition Management
When an executive director leaves, the work does not pause to wait for a replacement. I step in to run the organization while the board runs a real search — so services continue, staff stay, funders stay, and the next leader inherits something stable instead of a backlog.
  • Interim executive director: day-to-day leadership, budget oversight, and board reporting from the first week
  • Continuity for county contracts, grant deliverables, licensure, and funder relationships through the gap
  • Staff stability — supervision, coaching, and straight communication during the period when turnover risk is highest
  • An honest read on what the organization actually needs in its next executive, for the board and search committee
  • Deferred problems resolved before the new leader arrives, rather than handed to them
  • Structured onboarding and handoff to the permanent hire
Operations & Project Management
Practical, hands-on support for the day-to-day work that keeps an organization running — and for the projects that never make it to the top of anyone's list.
  • Operational assessment and workflow design
  • Multi-site operations, facilities, safety, and risk
  • Vendor and contractor coordination
  • Project scoping, timelines, and follow-through to completion
Program Development
Designing and building programs that hold up in practice, not only on paper.
  • Program design, structure, and staffing models
  • Service delivery standards and trauma-informed practice
  • Outcome measures and benchmarks developed with funders
  • Launch support and course correction for programs already running
Strategic Planning & Capacity Building
The work leaders rarely get to, because the day keeps taking it back.
  • Strategic planning facilitation with boards and leadership teams
  • Organizational capacity assessment
  • Infrastructure and systems planning for growth
Policies & Procedures Development
Written in language staff will actually follow, and structured to survive a site visit.
  • Policy and procedure writing and revision
  • Employee handbooks and operational manuals
  • Emergency action plans and safety committee governance
  • Documentation, confidentiality, and records practice
Staff & Curriculum Development
Building the skills and support structures that keep good staff from leaving.
  • Training curriculum development and facilitation
  • Trauma-informed practice training for staff and leadership
  • Supervision structure, coaching, and performance management
  • Onboarding and professional development pathways
Reporting & Compliance
Contract and regulatory obligations across housing, domestic violence, and behavioral health services.
  • County, state, and federal contract deliverables
  • Grant reporting and funding continuity
  • Licensure and certification upkeep
  • HIPAA, 42 CFR Part 2, and incident response standards
Behavioral Health Support (QMHP)
Direct clinical capacity for organizations serving high-acuity behavioral health and substance use populations.
  • Psychosocial assessment and person-centered service planning
  • Crisis intervention, de-escalation, and psychoeducation
  • Motivational interviewing and stages-of-change practice
  • Multidisciplinary care coordination and participant advocacy
